EZGO TXT PRE MCI Rebuilt engine slipping

I just put a new rebuilt engine in a 1997 EZGO TXT with a Pre MCI Engine. This is the second motor I put in the cart and still having the same problem. The engine seem to be slipping when you put the pedal to the floor. There is a few second lag before the cart starts going and it almost feels like the belt is slipping. EZGO says it may be the governor linkage, but no one seems to know the correct adjustment length. I'm wondering if it might be something in the carb (which is also new) or the clutch.

Is the starter/gen belt slipping?
